L’Association québécoise pour le contrat mondial de l’eau (ACME-Québec) a été fondée tout récemment dans la foulée du mouvement lancé par le Comité promoteur mondial pour le contrat de l’eau, présidé par Mario Soares, ancien président de la république du Portugal. Ce comité publiait en 1998 le "Manifeste de l’eau : le droit de tous à la vie" .

No country is self-sufficient in biodiversity. The WTO is seeking an appropriate legal framework to encourage trade. But appropriate for whom? There's the rub. The intellectual property system, which champions the breeders' interests, is becoming an instrument of neo-colonialism. The Organisation of African Unity, offering an alternative that is in the public interest as well as its own, has taken the lead in new thinking about the exploitation of life.



Globalisation: A Stock-Taking

I PROPOSE to define globalisation, describe its origins and scope, and assess its benefits. I shall then go on to deal with some of the doubts and misgivings about globalisation. The underlying theme of my remarks is that globalisation is only a process and not an objective. The latter has to be defined, somewhat ambitiously, as a global economic and political order. The implications of this for national and international policies are far-reaching and we need to refine our understanding of them. The issues are wider than economics and embrace social, political and cultural aspects as well. I shall only touch on some of these, concentrating on matters economic.
