Foreign direct investment (FDI) is critical to achieving sustainable development in developing countries. As a source of capital it has in the last two decades completely eclipsed official development assistance and is now between one-third and one-half of all private investment in developing countries. But without the right policy framework, FDI can also pose risks to sustainable development.

The US Congress has allocated $1.3 billion to the government of Colombia for a military intervention which was denominated Plan Colombia. The official purpose of this "Plan" is to put an end to the illegal growing of coca by destroying illicit crops, to put an end to the guerilla and to stabilise Latin America's "oldest democracy". 84 % of the money will flow straight back into US economy as it is destined for military aid, primarily Huey and Black Hawk helicopters.

Dans une précédente revue de presse (Bulletin d'OQP no 4, 1er nov. 2000; disponible sur le site www.oqp2001.org ), j'ai évoqué les tribulations récentes du gouvernement canadien dans l'univers du libre échange (contestations de la loi canadienne sur les brevets pharmaceutiques devant l'OMC, poursuite engagée par UPS contre Postes Canada devant le tribunal de l'ALÉNA, risque de poursuite contre le gouvernement canadien par Inglis/Whirlpool devant l'ALÉNA). Or, il y a du nouveau.
