La position américaine doit tenir compte d’une double contrainte, d’une part donner un minimum de satisfaction aux revendications nationaliste palestiniennes de façon à sauvegarder les rapports avec le monde arabe et défendre ses intérêts stratégiques liés au pétrole (approvisionnement, rente pétrolière), d’autre part ménager, soutenir l’allié indispensable qu’est Israël.

AMI HMONG (association ayant pour buts : la préservation de la langue Hmong, la promotion de la culture Hmong,la solidarité entre les Hmong) et tous ses amis saluent et remercient M. Cyril Payen pour son courage, son humanité et son professionalisme pour porter à la connaissance de la communauté internationale, le drame de la population Hmong dans les régions de la zone spéciale de Xaysomboun et de Bolikhamsay. Les autorités laotiennes ne peuvent continuer à massacrer une partie de leur population impunément.
