An unfolding scandal puts $700 million of U.S. aid to Colombia at risk: An internal CIA report claims Colombia's army chief, Gen. Mario Montoya made a secret deal with a right-wing paramilitary group in 2002 to attack leftist rebels near Medellin, a nexus of the Latin American drug trade.

Democrats are seeking options to raise taxes fairly to pay off a ballooning deficit that could increase to $7.8 trillion if Bush tax cuts to wealthiest Americans are extended.
