George W. Bush, commander-in-chief of the US Army and international war criminal, has confirmed his plans to visit Ottawa on November 30 and December 1st 2004. The Canadian government, headed by Paul Martin, is preparing a warm welcome for him, showing its true colors as a willing
ally to a terrorist regime and its imperial adventures. Corporate Canada and its family of war profiteers are salivating in anticipation of a tête à tête.

Iraq. Palestine. Haiti. Afghanistan. Colombia. Venezuela. Turtle Island. USA. At the borders. Right where you are and around the world, people are waging battles for survival, dignity, freedom and justice against U.S. military and economic offensives and proxy wars.

We can do no less.

On November 30 and December 1st 2004, we will make the most of the opportunity to confront the Bush and Martin administrations on their murderous policies, so thinly disguised as a "security agenda." Wherever they go and wherever they try to hide, we will be there: the resistance
inside the walls of Fortress North America.

We invite groups and individuals to join a "PGA Bloc" in Ottawa during the demonstrations against Bush's visit to Canada. The bloc will assemble on the basis of the Peoples' Global Action (PGA) hallmarks, which provide the
political framework for our actions together. (The full hallmarks are included at the end of this email).

We are also calling for and encouraging autonomous
direct actions throughout the days of N30 and D1. To facilitate the planning of autonomous direct actions, a map of Ottawa with the addresses of government offices, consulates, corporate mercenaries, war profiteers and
other significant landmarks will be made available online and by email before the end of this week.

PEOPLE'S GLOBAL ACTION (PGA) HALLMARKS

1. A very clear rejection of capitalism, imperialism and feudalism; all trade agreements, institutions and governments that promote destructive globalisation.

2. We reject all forms and systems of domination and discrimination including, but not limited to, patriarchy, racism and religious fundamentalism of all creeds. We embrace the full dignity of all human beings.

3. A confrontational attitude, since we do not think that lobbying can have a major impact in such biased and undemocratic organisations, in which transnational capital is the only real policy-maker.

4. A call to direct action and civil disobedience, support for social movements' struggles, advocating forms of resistance which maximize respect for life and oppressed peoples' rights, as well as the construction of local alternatives to global capitalism.

5. An organisational philosophy based on decentralisation and autonomy.
