VIOLATION OF HUMAN RIGHTS AT QUEBEC PRISON
PRESS CONFERENCE HELD AT 1PM MON. 23-04-01

A Press Conference was held in the parking lot of the Quebec Prison at 1PM today to discuss the irregularities which have been happening inside.
A lawyer for the defense, William Sloan, president of the Canadian Section of the Canadian Association of Jurists and deputy secretary-general of the Association's continental wing, revealed the outrages the Canadian government is committing inside.
"There are cases of people arrested in quite 'special' conditions. Clearly, people were being targeted. Some of the factors included:
- people known to the police
- because they were wearing gas masks
- because they were bearing a black flag
- because they were carrying a newspaper."

The operations rivalled those witnessed in Latin America by Master Sloan himself , specifically in Chile under Pinochet, or Ecuador and Guatemala in the mid-1990's. Secret, armed police officers were stopping people in the street without sufficient reason.
Many people were arrested by undercover policemen in unmarked vehicles, who refused to identify themselves. Master Barrette has tried to find out which police force this was, but in vain.

Prison treatment is being used as a means of punishment. "These are close to the tactics employed by the Israeli militia against Palestinians" commented M. Sloan. Indeed, prisoners are kept handcuffed for 8-10 hours in buses all night long with the door open, then transferred to overcramped cells. They are also being denied access to their lawyers beyond reasonable delay. The lawyers were made to wait for up to 4 hours to see their clients, whereas normal delay is 5minutes even in a high security center. The result was that several lawyers succeeded in meeting only 20 arrestees in 2 days.

Inside the Orsainville Prison, violation of human rights recognised by The Charter of Rights and Freedoms are going on. "We demand that the government cease these violations ."

The lawyers have recommended that an independent committee be set up to investigate the way in which police measures were carried out.
