Concern is mounting in education circles over whether Canada’s public post-secondary institutions will be threatened by international trade agreements such as the Free Trade Area of the Americas (FTAA), the North American Free Trade Agreement (NAFTA) and the General Agreement on Trades and Services (GATS).
