The combined effect of democratization and localization is a radical re-ordering of the domestic arrangement of political power in ways which fundamentally contradict - and therefore weaken - the global arrangement of political power under free trade and investment regimes. This in turn creates the political conditions in which an effective, popular counter-project can be launched to reverse the globalization project In the neoliberal ice-age of the early 1980s through to the end of the 1990s, global capitalists and their supporters expressed supreme confidence in their victory over us.
