animal testing or human testing?

On whom will they test products if they don't test them on animals? Two possibilities:

1- They will not test the products, so they will sell products containing chemicals that may present a risk for health. That may be good for the companies because it will lower their production costs and they will add a little label saying "this product has not been tested on animals", so it will improve their corporate image too.

2- They will test products on human beings. They will hire poor people, students and the like and pay them cheap wages to endanger their lives to test products.

Conclusion: is it better to be cruel to humans than to animals?
