From April 20 to 22, 2001, Quebec City will host the third Summit of the Heads of State of the Americas. The summit will principally deal with the creation of the Free Trade Area of the Americas, and needs to be viewed within this context. Clearly the failure of the launching of the Millennium Round in Seattle left a gigantic vacuum in the process of rapidly establishing a global liberalised world. The stakes in Quebec City are even higher!

Miami, in 1994, saw the first seeds being laid in what is now being harvested as the Free Trade Area of the Americas (FTAA). 1994 also marked the beginning of the then nascent battle against the agreement throughout Canadian social movements – even though there was scant media attention, the battle lines were drawn years before the first big clash in Seattle.
